Job Summary:
The Global Information Services (GIS) Planning & Portfolio Manager manages the processes, information, and reporting for the Harley-Davidson Financial Services (HDFS) GIS Resource, Financial, and Project Portfolio management. This position will manage and facilitate the annual IT strategic planning process in support of the business strategic planning process to ensure alignment with GIS demand, capacity, and financial investments. Once the annual plan is established this position will facilitate the monthly reporting, metrics and assessment of Demand, Capacity, and Financial results. The position will partner with the Harley-Davidson Motor Company (HDMC) Business Management Group (BMG), HDFS Enterprise Project Management (EPM) Team, and HDFS Finance to establishing global GIS resource and financial management processes by identifying and pursuing Continuous Improvement opportunities to reduce duplications and increase efficiencies.
PRIMARY RESPONSIBILITIES

- Facilitates and supports the annual Strategic and Work Unit planning process in collaboration with Strategic Planning and EPM Teams.
- Coordinates and prepares information for periodic Executive Governance meetings.
- Manages the HDFS GIS Resource Management process in collaboration with the HDMC BMG.
- Manages the HDFS GIS Project Portfolio reporting process in collaboration with the HDFS Enterprise Project Management (EPM), HDFS Financial, and HDMC BMG groups.
- Manages the HDFS GIS Financial Management process including the Annual and QTRLY department budget planning and forecasting in partnership with the HDFS Finance and HDMC BMG teams.
- Manages the HDFS GIS Department Goals, Calendar, and Events to maintain alignment and effective management across the HDFS GIS Leadership team.
- Ensures there are clear processes and procedures for HDFS GIS purchasing of hardware, software, intercompany services, and consulting services.
- Audits and monitors portfolio data to ensure consistency and adherence to established Project and Portfolio management metrics and standards.
- Conducts assessments on resource, financial, and project portfolio data and metrics to identify department wide opportunities for improvement.
- Works in collaboration with the HDMC Business Management Group (BMG) on global GIS Resource, Financial, and Portfolio management processes and tools.
- Acts as the team lead for the HDFS GIS Portfolio Management team and will provide the day to day activity guidance and leadership for the HDFS GIS Portfolio Administration role.

Education Required:
Bachelor's Degree in MIS, Finance or related degree.

Experience Required:
JOB REQUIREMENTS
- Bachelor’s degree in MIS, Finance or related degree
- 5-8 years’ experience or combine with equivalent Graduate’s degree.
- Strong financial analysis skills with experience managing IT budgets
- Project Management experience (PMP Certification is desired)
- Clarity (tool) Project, Resource, and Financial Management experience
- Continuous improvement skills and competencies (e.g., Yellow, Green, or Black Belt certifications are desired)
- Strong written and verbal communication skills.
- Ability to work effectively with all levels of employees, including senior management
- Demonstrated ability to take the initiative and achieve results in a fast-paced and changing environment
- Willingness to travel 20 – 40%
